The Windward Watersheds Web-Ring is an idea whose time has come. Not only are increasingly significant numbers of citizens connecting to the Internet at home, at school, and at work, but interest in community-based approaches to social problem solving is at an all time high. In part, this is a phenomenon of global magnitude tied to global environmental concerns. In Hawai`i other factors, such as a decline in government services resulting from budget cuts, a shift away from development directed growth, and a yearning to protect the cultural heritage of the Islands, are all contributing to a willingness of citizens to become more directly involved in improving and preserving the quality of their life.
